Arizona wrote its own assistance animal rules in 2025, so a request here can rest on state law as well as federal law. Six provisions do most of the work, wired together like chips on one board.
An assistance animal may be trained or untrained and may work, assist, perform tasks or give therapeutic or emotional support. A service animal is a dog or miniature horse trained for tasks.
A complaint to the Attorney General must come within one year after the housing practice occurred or ended, whichever is later.
Added in 2025: a landlord that approves an animal as a reasonable accommodation is not liable for injuries or damage it causes.
Comfort, well-being and companionship are not tasks. Misrepresenting a service animal to a public place brings a civil penalty of up to $250 per violation.
Security tops out at one and one-half month's rent. After move-out and a request, the itemized refund list is due within 14 days, not counting weekends or holidays.
HUD rescinded its 2020 notice and now finds reasonable cause only for individually trained animals. The Fair Housing Act, private suits and state statutes stand.

Flagstaff sells its own city dog tags, $10 for a spayed or neutered dog and $20 otherwise, on top of Coconino County licensing. The nearest VA medical center is the Bob Stump center in Prescott.

Arizona rule (A.R.S. 11-1024): an emotional support animal is not a service animal in public places, and passing one off as a service animal can cost up to $250 per violation, so an ESA letter never works as a public access pass.

Arizona's statute names them. Laws 2025, chapter 191 rewrote the assistance animal definition in A.R.S. 41-1491 to take in untrained animals offering emotional support. HUD narrowed its own federal enforcement in May 2026, which does not amend state law.

Under A.R.S. 11-1024, misrepresenting an animal as a service animal to a public place is a civil violation with a penalty of up to $250 each time.
One and one-half month's rent in total, prepaid rent included, under A.R.S. 33-1321. Rent a tenant chooses to pay ahead is not limited.
County licensing applies to dogs. A.R.S. 11-1008 ties the fee to dogs three months or older kept in Arizona at least 30 consecutive days a year, and Maricopa and Pima counties both require a license with a rabies shot.
