PSD Letters and ESA Letters for PTSD in Arizona
A trained dog and an emotional support animal are treated very differently once you leave home. Find out which rules fit your animal, then let an Arizona-licensed clinician evaluate whether a psychiatric service dog letter or an ESA letter is supported.
Four Directions, Four Rules
Trained Task or Comforting Presence
The difference is training. ADA.gov gives calming a person with PTSD during an anxiety attack as an example of a service dog task. An animal that helps simply by being with you can still be part of a housing request, but it is not a service animal.
Emotional support animal
- No task training required
- Any species
- Housing requests under state law

PTSD Service Dog and ESA Questions for Arizona
Six questions to hold on to, set out like smooth stones beside a trail cairn.
Can a dog trained for PTSD be a service animal in Arizona?
Yes. ADA.gov lists calming a person with PTSD during an anxiety attack as an example of a task, and a dog individually trained for that kind of work is a service animal.
Is a psychiatric service dog allowed on a plane?
Under the Air Carrier Access Act a service animal is a dog individually trained to do work or perform tasks, including for a psychiatric disability. Airlines may require the DOT forms, and a dog that is disruptive or too large for the cabin can be refused.
What if my animal is not trained but helps with PTSD?
It may still be an assistance animal for housing under A.R.S. 41-1491, which covers trained or untrained animals giving therapeutic or emotional support. It is not a service animal in stores or on flights.
Can a business ask me about my PTSD?
No. Staff may not ask about the disability or require medical documentation. When the need is not obvious, they may ask only whether the dog is required because of a disability and what task it is trained to perform.
Are miniature horses covered in Arizona?
Arizona's fair housing definition of service animal includes a dog or miniature horse individually trained to do work. ADA rules ask businesses to allow trained miniature horses where reasonable.
Who can I call in an Arizona crisis?
Call or text 988, or call the Arizona Statewide Crisis Line at 1-844-534-4673. Veterans can dial 988 and press 1 for the Veterans Crisis Line.

The sorter gives the general rule for each setting; a landlord, business or airline decides each case. Screening does not guarantee a letter.
