What counts
A.R.S. 41-1491 defines an assistance animal as a trained or untrained animal that works, assists, performs tasks or gives therapeutic or emotional support to a person with a disability.
Deposit ceiling
Under A.R.S. 33-1321 a landlord may not demand or receive more than one and one-half month's rent as security, whatever it is called.
Landlord liability
A.R.S. 41-1497.38 says a landlord is not liable for injuries or damage from a purported assistance or service animal allowed as an accommodation.
Shops and restaurants
A.R.S. 11-1024 says emotional support is not work or a task, and passing off a pet as a service animal in a public place can cost up to $250.
Federal posture
Since May 2026 HUD no longer presumes requests for untrained animals reasonable, which makes Arizona's own definition and a careful written request more important.
